Compliance Report Module

1. Overview

The Compliance Report Module is a core analytical component of the Zindagi Mehfooz platform designed to evaluate vaccinator performance and service delivery compliance. The module analyzes vaccination activity recorded in the system to determine whether vaccinators are delivering immunization services in alignment with program expectations.

Unlike attendance-based monitoring, the Compliance Report focuses on actual immunization output, providing a performance-centric view of field operations.

2. Purpose of the Compliance Report

The Compliance Report is designed to strengthen accountability and transparency across immunization programs by:

  • Measuring actual vaccination output rather than physical presence
  • Identifying underperforming or non-compliant vaccinators
  • Supporting data-driven supervisory and managerial decisions
  • Strengthening monitoring, evaluation, and governance mechanisms

3. Key Users & Stakeholders

User GroupRole
District & Provincial Health OfficersOversight and performance monitoring
Supervisors & UC Medical OfficersDay-to-day compliance supervision
Program Managers (EPI)Strategic planning and evaluation
Monitoring & Evaluation TeamsData analysis and reporting
Audit & Compliance AuthoritiesVerification and governance

4. What the Compliance Report Measures

The Compliance Report evaluates vaccination service delivery using the following metrics:

  • Total vaccinations (pricks) administered per vaccinator
  • Antigen-wise vaccination counts
  • Daily productivity for each working day
  • Monthly cumulative performance
  • Zero-output days indicating no vaccination activity
  • Productivity trends over time

5. Data Sources & Integrity

Compliance data is sourced directly from vaccination records submitted via the Zindagi Mehfooz mobile application. Each vaccination record is system-linked to:

  • Vaccinator identity
  • Assigned center / facility
  • Administrative hierarchy (UC, Town, District)
  • Date of service
  • Antigen and dose details

This ensures:

  • Data integrity
  • Traceability
  • Audit readiness

6. Compliance Report Dashboard

The Compliance Report is accessed through a web-based dashboard, providing supervisors and administrators with an interactive, structured view of vaccinator performance.

The dashboard is optimized for:

  • Performance comparison
  • Trend analysis
  • Exception identification

6.1 Filters & Administrative Hierarchy

Users can apply multi-level filters to refine the report:

  • Province
  • Division
  • District
  • Town / Taluka
  • Union Council (UC)
  • Center / Facility
  • Month
  • Year

Filters dynamically update the report to reflect the selected administrative and time scope.

7. Report Structure & Layout

The Compliance Report is presented in a tabular format where:

  • Each row represents an individual vaccinator
  • Columns represent:
    • Administrative and facility details
    • Employment or assignment status
    • Daily vaccination counts for the selected month
    • Monthly totals

This structure enables rapid scanning and comparison across vaccinators.

8. Vaccination (Pricks) Tracking

The module tracks the number of vaccine doses administered:

  • On a daily basis
  • As a monthly aggregate per vaccinator

Days with zero vaccinations are explicitly visible, allowing supervisors to quickly identify:

  • Inactive days
  • Potential non-compliance
  • Operational gaps

9. Antigen-wise Performance Monitoring

The Compliance Report supports antigen-level analysis, enabling programs to:

  • Assess coverage and delivery for specific vaccines
  • Identify antigen-specific gaps or inconsistencies
  • Compare antigen performance across vaccinators and facilities

This supports targeted corrective actions and focused training interventions.

10. Performance & Compliance Analysis

Supervisors and program managers can use the report to:

  • Analyze daily productivity patterns
  • Compare vaccinators within the same center or UC
  • Correlate attendance data with actual service delivery
  • Detect repeated patterns of low or zero output

This analysis bridges the gap between presence and performance.

11. Compliance Indicators

Key indicators derived from the Compliance Report include:

  • Vaccinations per working day
  • Number of zero-output days
  • Repeated non-performance despite attendance
  • Antigen-specific productivity trends

These indicators support both operational monitoring and strategic reporting.

12. Governance, Audit & Oversight Support

The Compliance Report strengthens governance by providing:

  • Objective, system-generated performance data
  • Verifiable evidence for audits and reviews
  • Inputs for supervisory actions and corrective measures
  • Transparency in workforce utilization

The report serves as a reliable tool for internal and external audit processes.

13. Program Impact

Key benefits of the Compliance Report Module include:

  • Improved vaccinator accountability
  • Enhanced supervisory effectiveness
  • Data-driven planning and decision-making
  • Stronger linkage between workforce activity and immunization outcomes
